Suku Bajau dianggap sebagai kapal tradisional yang menangkap ikan untuk bertahan hidup, dan bukan tujuan komersil. Sebagian besar suku ini tak mengenal kewarganegaraan walau mereka kerap singgah di Malaysia, Filipina dan Indonesia.
“Jadi harus jelas ada verifikasi. Nelayan tradisional yang menangkap ikan untuk kepentingan livehood mereka. Terkait nelayan Bajau ini, perlu kerja sama tiga negara itu untuk mengatur, ini kemanusiaan. Kita tidak bisa menyamakan mereka dengan kapal asing yang benar-benar komersil,” ucap Tumpal.
Pengaturan itu diperlukan karena diketahui beberapa generasi suku Bajau sudah tinggal di lautan. Terkadang mereka berada di teritori Malaysia, besok bisa ada di Indonesia dan kemudian singgah di Filipina.
“Ya karena suku ini tidak ada kartu identitas. Walaupun mereka ada juga yang generasi mudanya tinggal di Malaysia untuk pendidikan di sana. Kalau tradisi mereka hidup di laut, ya kita harus mengkaji dulu,” ujar Tumpal.
